Yukon Revamps Nominee Program for 2026: Key Streams, New Intake Process & Employer Responsibilities
January 15, 2026 – The Government of Yukon has announced it is updating documents and webpages for the 2026 Yukon Nominee Program (YNP) intakes, providing crucial information for employers seeking to hire or retain foreign workers when qualified Canadian candidates are unavailable. The YNP remains a strictly employer-driven pathway, where businesses—not the foreign worker—submit all applications for provincial nomination.
What is the Yukon Nominee Program (YNP)?
The YNP allows Yukon employers to fill critical labour shortages by nominating foreign workers for permanent residency. If approved by the Yukon government, the nominee can then apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence, subject to meeting all federal requirements.
Three Program Streams for 2026
Employers must apply under one of three distinct streams, based on the skill level of the position:
- Critical Impact Worker Stream: For entry-level jobs classified under Training, Education, Experience and Responsibilities (TEER) categories 4 or 5.
- Skilled Worker Stream: For higher-skilled positions in TEER categories 0 through 3.
- Express Entry Stream: For foreign nationals who have already been accepted into IRCC’s Express Entry pool.
The 2026 Nomination Process: A Step-by-Step Guide
The process differs for employers who utilized the Temporary Measure Letters of Support in previous years versus new applicants.
1. Temporary Measure Letter of Support Intake (2024/2025 Recipients)
- Employers who received a Temporary Measure Letter of Support in 2024 or 2025 do NOT need to submit an Expression of Interest (EOI).
- They will have a separate intake and will receive direct instructions on how to apply.
2. Expression of Interest (EOI) Intake (New Applicants)
- Employers must first submit an Expression of Interest.
- The EOI scores the employer and foreign national candidate based on 2026 priority criteria.
- Only the highest-ranking EOI submissions will be invited to apply to the program.
3. Invitation to Apply & Mandatory Session
- Employers who receive an invitation must attend a mandatory information session on submitting applications.
- Completed applications with all documents must be submitted before a strict deadline.
4. Signing the Tri-Partite Agreement (TPA)
- Successful applicants will sign a Tri-Partite Agreement between the Government of Yukon, the nominee, and the employer.
- Compliance is monitored, and checks may occur at any time.
5. Applying for Permanent Residency
- The nominee has six months from YNP approval to apply for permanent residency with IRCC.
Key Responsibilities for Employers & Foreign Workers
- Employer-Led Process: The employer submits one application per foreign worker and is responsible for all forms.
- Stay Informed: Both parties must proactively follow all program updates, alerts, and announcements. Employers should review the “Hire a foreign worker” guide for full responsibilities.
- Immigration Consultants: Hiring a representative is optional. Applicants may choose to use an immigration consultant or apply on their own.
Bottom Line for Yukon Employers
The 2026 YNP updates clarify a two-track intake system and reinforce the program's employer-centric model. With the Expression of Interest stage acting as a competitive filter, preparation and understanding of scoring priorities will be more critical than ever.
Employers who acted under the recent Temporary Measure have a streamlined path, while others must prepare for the competitive EOI process. All successful nominees must move quickly, with only a six-month window to file their permanent residence application with IRCC.
Yukon employers are advised to review the updated program documents as they are released and begin preparing their Expressions of Interest to secure a chance at nomination in 2026.
