Candidates must have job offers in specific National Occupational Classification (NOC) codes related to healthcare and early childhood education, reflecting Ontario’s priority labor market needs in these sectors.
Eligible Healthcare and Early Childhood Education NOC Codes
Candidates must hold job offers in at least one of the following NOC codes to qualify:
- Healthcare Specialists and Physicians:
- 31100 – Specialists in Clinical and Laboratory Medicine
- 31101 – Specialists in Surgery
- 31102 – General Practitioners and Family Physicians
- Nursing and Allied Health Professionals:
- 31300 – Nursing Coordinators and Supervisors
- 31301 – Registered Nurses and Registered Psychiatric Nurses
- 31302 – Nurse Practitioners
- 31303 – Physician Assistants, Midwives and Allied Health Professionals
- 32101 – Licensed Practical Nurses
- 33102 – Nurse Aides, Orderlies and Patient Service Associates
- Early Childhood Education:
- 42202 – Early Childhood Educators and Assistants
- In-Demand Skills Stream (Home Support Workers):
- 44101 – Home Support Workers, Housekeepers and Related Occupations
Invitation Score Thresholds
- Foreign Worker stream candidates required a score of 41 or higher.
- International Student stream candidates needed a score of 58 or higher.
- In-Demand Skills stream candidates required a score of 33 or higher for eligibility.
Application and Employer Portal Updates
As of July 2, 2025, all employer job offer applications must be submitted via the OINP Employer Portal. Candidates are only considered if their employers submit job offer approvals through this platform and EOIs are successfully registered.
Upon selection, both the candidate and their employer receive email notifications. Employers must apply for approval of the employment position within 14 calendar days, while candidates have 17 calendar days from their invitation to submit their permanent residence application and payment through the OINP e-Filing Portal.

- Prepare Documentation: Use the OINP document checklist to gather mandatory documents before submitting applications.
- Employer Submission: Employers must submit employment approval applications promptly within the 14-day window.
- Candidate Submission: Candidates must finalize applications and complete payment within 17 days via the e-Filing portal.
Candidates who receive invitations should not contact the program unless further communication is initiated by OINP.
