What is the Steinbach RCIP?

The RCIP in Steinbach is part of a federal initiative to support economic development in rural areas. By enabling local employers to hire internationally, the pilot offers a fast-tracked path to PR for skilled workers willing to live and work in Steinbach or its surrounding regions. The program is being implemented by the Steinbach Economic Development Corporation (SED), which manages employer designations and candidate recommendations.
Who Can Participate?
- Designated Employers: Only businesses designated by SED may hire through RCIP.
- Skilled Workers: Must apply through a designated employer; no job matching is done by the city.
- Location Covered: City of Steinbach and surrounding communities in the RM of Ste. Anne, RM of Piney, RM of La Broquerie, and the urban districts of Landmark and Vita.
To participate, candidates must first secure a job offer from a designated employer in the Steinbach region. The RCIP does not operate a central job board or matching service for candidates, so applicants must be proactive in job searching. Designated employers must be based in or do most of their work within the defined region.
Intake and Review Schedule
- Open Monthly: Intake opens on the 1st of each month.
- Deadline or Cap: Closes on the 15th or when 7 applications are received.
- Review Period: Applications reviewed from the 16th until month-end.
- Monthly Cap: Only 5 recommendations are issued per month.
- NOC Limit: 1 recommendation per NOC per month; max 2/year (with exceptions for health roles).
The program uses a structured intake process with strict limits to ensure quality control and fair processing. Candidates must apply early, as applications are reviewed on a first-come, first-served basis. Healthcare roles like Registered Nurses and General Practitioners are exempt from the usual NOC limits due to high demand.
Important Notes for Candidates
- No Direct Support: RCIP Steinbach does not assist with finding jobs.
- Candidate Emails Not Answered: All inquiries must go through designated employers.
- First Step is Employer Designation: Candidates should look for job opportunities with SED-approved employers.
The city does not facilitate candidate placement or respond to candidate emails directly. Interested individuals should monitor job listings from designated employers (list coming soon) and apply directly. Only after securing employment can they be considered for a community recommendation.
Designated Employer Eligibility Criteria
- 2+ Years of Operation: Must be a genuine, active business.
- Community-Based: 75% or more of business must occur within the Steinbach region.
- Work in a Priority Sector: Must match at least one in-demand occupation.
- Training Requirements: Free onboarding and intercultural training must be completed.
- Settlement Support: Employers must help new hires integrate into the community.
- Legal Compliance: Must comply with immigration, labor, and safety regulations.
- Public Listing: Must consent to be listed as a designated employer on SED’s website.
To ensure accountability and quality employment opportunities, SED requires strict conditions for employer participation. Businesses must prove community involvement, support ethical hiring practices, and help new workers settle successfully in the region.

- Firms Under IRPA/IRPR Violations
The program aims to protect applicants from exploitation and conflicts of interest. That’s why staffing firms, immigration-owned businesses, and companies with regulatory violations are barred from designation.

These sectors are experiencing workforce shortages and are vital to Steinbach’s regional economy. Employers in these areas are encouraged to become designated and bring in skilled talent to fill critical gaps.
