Manitoba’s Special Work Permit Policy for Prospective PNP Candidates Ending December 2025

Manitoba’s special work permit support measure for prospective PNP candidates is now in its final weeks, with firm cut-off dates for both provincial support letters and federal work permit applications.

What is ending and when?

This temporary public policy was designed to help prospective Provincial Nominee Program (PNP) candidates—especially in Manitoba—keep working in Canada while waiting for nomination or further processing.

Two key deadlines now apply:

  • Manitoba Support Letters
    • Manitoba will keep accepting applications for Support Letters only until Monday, December 15, 2025, at 11:59 p.m. CST.
    • After December 16, 2025, the online submission form will close, and no new Support Letter requests will be accepted.
  • IRCC work permit applications
    • Immigration, Refugees and Citizenship Canada (IRCC) will accept work permit applications under this temporary policy until December 31, 2025.

Anyone who still meets the eligibility criteria can apply for a Manitoba Support Letter through the online form before it closes, then use that letter to apply to IRCC for an open work permit under the federal temporary public policy.

In short: after mid-December, no new Manitoba letters; after year‑end, no new IRCC work permit applications under this policy.
