Ontario OINP Draws December 10, 2025: 1,133 Employer Job Offer Invitations for Healthcare, ECEs and REDI Communities

1,057 invitations for healthcare and ECE candidates

On December 10, 2025, Ontario issued 1,057 targeted invitations to candidates in its Expression of Interest (EOI) pool who may qualify for the Employer Job Offer: Foreign Worker, International Student, or In-Demand Skills streams, and who are currently living in Canada with job offers in priority healthcare occupations or NOC 42202 – Early childhood educators and assistants.

Only candidates whose employers had already submitted their job offer through the OINP Employer Portal and who successfully registered an EOI were considered. If selected, both the candidate and employer receive email notifications and can then move to the full application stage.

Cut-offs and NOC codes – Health and ECE draw

Employer Job Offer: Foreign Worker stream

  • Minimum EOI score: 49+
  • Eligible NOC codes (job offer required in one of these):
    • NOC 31300 – Nursing co-ordinators and supervisors
    • NOC 31301 – Registered nurses and registered psychiatric nurses
    • NOC 31302 – Nurse practitioners
    • NOC 31303 – Physician assistants, midwives and allied health professionals
    • NOC 32101 – Licensed practical nurses
    • NOC 33102 – Nurse aides, orderlies and patient service associates
    • NOC 42202 – Early childhood educators and assistants

Employer Job Offer: International Student stream

  • Minimum EOI score: 73+
  • Job offer in the same NOC codes listed above (health occupations or NOC 42202).

Employer Job Offer: In-Demand Skills stream

  • Minimum EOI score: 30+
  • Job offer in the in-demand caregiver and support roles listed in the program notice (primarily support-level health and care occupations).

Ontario specifically notes that physician NOC codes 31100, 31101 and 31102 did not receive invitations in this draw.

76 invitations under the REDI pilot

On the same date, Ontario issued 76 targeted invitations through the Regional Economic Development through Immigration (REDI) pilot, again under the Employer Job Offer: Foreign Worker, International Student, and In-Demand Skills streams. These invitations went to candidates:

  • Currently residing in Canada, and
  • With job offers in employers located in the Lambton, Lanark, or Leeds and Grenville Census Divisions.

REDI aims to steer talent to smaller communities outside the GTA, helping address local labour shortages and support regional growth.

    • NOC 31120 – Pharmacists
    • NOC 31301 – Registered nurses and registered psychiatric nurses
    • NOC 32101 – Licensed practical nurses

    • NOC 72310 – Carpenters
    • NOC 72401 – Heavy-duty equipment mechanics
    • NOC 72422 – Electrical mechanics

  • Minimum EOI score: 63+
  • Job offer in one of these NOCs:
    • NOC 10019 – Other administrative services managers
    • NOC 11101 – Financial and investment analysts
    • NOC 12200 – Accounting technicians and bookkeepers
    • NOC 13110 – Administrative assistants
    • NOC 21233 – Web designers
    • NOC 22310 – Electrical and electronics engineering technologists and technicians
    • NOC 22311 – Electronic service technicians (household and business equipment)
    • NOC 33102 – Nurse aides, orderlies and patient service associates
    • NOC 33103 – Pharmacy technical assistants and pharmacy assistants
    • NOC 42202 – Early childhood educators and assistants
    • NOC 72100 – Machinists and machining and tooling inspectors
    • NOC 72310 – Carpenters
    • NOC 72400 – Construction millwrights and industrial mechanics

  • Minimum EOI score: 30+
  • Job offer in one of the following NOCs:
    • NOC 44101 – Home support workers, housekeepers and related occupations
    • NOC 75101 – Material handlers
    • NOC 94100 – Machine operators, mineral and metal processing
    • NOC 94140 – Process control and machine operators, food and beverage processing
    • NOC 94201 – Electronics assemblers, fabricators, inspectors and testers
    • NOC 94202 – Assemblers and inspectors, electrical appliance, apparatus and equipment manufacturing
    • NOC 95106 – Labourers in food and beverage processing

Employer Portal requirement and key deadlines

Since July 2, 2025all employment position approval applications under Employer Job Offer streams must be submitted via the OINP Employer Portal. Only candidates whose employers have:

  1. Submitted a job offer through the portal, and
  2. Successfully registered an Expression of Interest

are eligible for selection.

If your EOI was selected on December 10, 2025:

  • Employer deadline: Your employer must submit the application for approval of an employment position through the Employer Portal by midnight, January 5, 2026.
  • Applicant deadline: You must log into the OINP e‑Filing Portal, open the new file with prefix JOXX, and submit your complete application and fee by midnight, January 8, 2026.

Your new JOXX file number is different from your EOI file number (EOI-JOXX-XXXXXX). The old EOI file will appear greyed out, which is normal and not an error. OINP also confirms that invited candidates do not need to contact the program; all steps are handled online by you and your employer.
