OINP Workforce Priority Stream: Requirements & Points Guide

The Ontario Workforce Priority stream is the OINP pathway for skilled foreign workers who have a full-time, permanent job offer from an Ontario employer. It is open to occupations in every NOC TEER category, from managers and nurses to truck drivers and general labourers, and it also gives self-employed physicians a route to nomination without any job offer at all. Ontario refreshed the official stream page on July 20, 2026, and this guide covers the current rules in full: who qualifies, what your employer must prove, how the points grid works, and every deadline in the process.

How the Stream Works at a Glance

The order of operations matters. Your employer registers the job offer first, which generates a job offer ID. You then have 30 calendar days to register your EOI. If Ontario invites you, both you and your employer submit separate applications on tight deadlines, and the employer's approval must be granted for your nomination to be approved.

Work Experience Requirements by TEER Category

Requirements scale with the TEER category of the job offer, which is the second digit of the occupation's five-digit NOC code.

TEER 0, 1, 2 or 3 job offers. You need one of the following: at least 6 months of consecutive, paid, full-time work experience in the job offer position within the 12 months before you apply; at least 3 months of the same if you are a recent Ontario graduate; at least 2 years of cumulative, paid, full-time experience in the same NOC occupation within the past 5 years (part-time equivalents are allowed); or a mandatory licence or authorization for the position, which replaces the experience requirement entirely.

A recent Ontario graduate means you finished an eligible Ontario institution within the last 3 years with a two-year-plus degree or diploma, an Ontario College Graduate Certificate, a Master's degree, or a PhD.

There are also related-occupation allowances: engineering technicians (Sub-Major Group 223) can count professional engineering experience, pharmacy assistants (NOC 33103) can count pharmacist experience, and nurse aides (NOC 33102) can count licensed practical nurse or registered nurse experience.

TEER 4 or 5 job offers. You need at least 9 months of cumulative, paid, full-time work experience in the job offer position within the 2 years before you apply.

One exception to know: transport truck drivers (NOC 73300) and bus drivers, subway and transit operators (NOC 73301) must meet the 6-month consecutive experience requirement even if they hold a licence or are recent Ontario graduates.

Language and Education Requirements

Language thresholds also follow the TEER category. TEER 0-3 applicants need CLB 6 in all four abilities, or CLB 5 if the occupation is on Ontario's skilled trades list (Major Groups 72, 73, 82, 83, most of 93, cooks, butchers, bakers and chefs). Recent Ontario graduates with a qualifying credential are exempt from language testing. TEER 4-5 applicants need CLB 4 in all four abilities.

Accepted tests are IELTS General Training, CELPIP General and PTE Core for English, and TEF Canada or TCF Canada for French. Results must be less than 2 years old on the day you apply.

For education, TEER 0-3 applicants need a post-secondary degree or diploma of at least one year of full-time study, from a Canadian institution or its foreign equivalent. If the job offer is a listed skilled trade, a high school diploma is enough. TEER 4-5 applicants need a high school diploma or equivalent. If you studied outside Canada, you need an Educational Credential Assessment report that is less than 5 years old, from an IRCC-designated organization such as WES.

What Your Employer Must Prove

Employer eligibility is not a formality, and weak employer files sink otherwise strong applications. The employer must have been in active business for at least 3 years, have physical premises in Ontario where you will work, have no outstanding orders under the Employment Standards Act or Occupational Health and Safety Act, and meet revenue and Canadian-employee minimums that depend on the job location. If you are currently outside Canada or working outside Ontario, the employer must also show recruitment efforts to hire a Canadian citizen or permanent resident first.

The job offer itself must be full-time and permanent, urgently necessary to the business, unaffected by any labour dispute, and paid at the required wage level for the location. Ontario Public Service positions are not eligible. Full details are in the official employer guide.

How the EOI Points Grid Works

Invitations go to the highest-scoring profiles, so knowing where points come from tells you how competitive you are. These are the highest-value factors in the current grid.

Location matters more than many candidates expect. A job in Northern Ontario earns 15 points, Eastern, Central and Southwestern Ontario earn 10, the GTA outside Toronto earns 5, and Toronto itself earns 0. Combined with the wage and experience factors, an established worker outside the GTA can outscore a Toronto candidate with stronger credentials.

Steps and Deadlines

If your job offer is TEER 0-3, you can choose nomination through Express Entry. Ontario enters the nomination in the federal system, you have 30 days to accept it, and accepting adds 600 points to your CRS score, which effectively guarantees an invitation in the next federal round. You then have 60 days to submit your permanent residence application. Keep your Express Entry profile valid throughout, because letting it lapse after nomination means starting the OINP process again from a new EOI.

Self-Employed Physicians

Physicians are the one group that can use this stream without a job offer. You qualify if you have an OHIP billing number and hold a certificate of registration with the College of Physicians and Surgeons of Ontario authorizing independent practice, academic practice, or a provisional certificate. If you meet those two conditions, the other applicant requirements and all employer requirements do not apply to you. Physicians on a postgraduate education licence are not eligible without a job offer. Cumulative medical practice in Ontario earns up to 18 EOI points, and the Express Entry nomination option is available.

Frequently Asked Questions

Do I need a job offer for the Ontario Workforce Priority stream?

Yes, unless you are a self-employed physician with an OHIP billing number and a qualifying certificate from the College of Physicians and Surgeons of Ontario. Everyone else needs a full-time, permanent job offer from an eligible Ontario employer, and the employer must start the process in the Employer Portal.

Which occupations are eligible?

Any occupation in the National Occupational Classification, from TEER 0 through TEER 5. The requirements differ by TEER category: higher-skilled offers need CLB 6 language and post-secondary education, while TEER 4-5 offers need CLB 4 and a high school diploma but 9 months of experience in the position.

Does it matter where in Ontario the job is?

Yes. The EOI points grid awards 15 points for jobs in Northern Ontario, 10 for Eastern, Central and Southwestern Ontario, 5 for the GTA outside Toronto, and 0 for Toronto. A regional job offer can be the difference between receiving an invitation or not.
