Canada’s new TR to PR pathway is a one‑time federal initiative that will grant permanent residence to 33,000 temporary foreign workers over 2026 and 2027. The program focuses on rural and smaller communities and explicitly excludes all Census Metropolitan Areas (CMAs), including Toronto, Vancouver, and Montreal.
